You can use OpenOffice as suggested. Or learn to use a good layout program (they’re not cheap, InDesign is the one from Adobe). Just typing up your stories in a word processor with basic formatting isn’t enough. You want to learn some of the basics of good layout design, how and why pages should be set up a certain way to draw the eyes of the reader, different fonts and font categories and why to use them, and maybe some illustration work. Look at books, especially take the time to visit a local library and look at both old and new books. See how they are laid out, how they are put together, what kinds of fonts are used in them.
You also want to make sure you have someone read your work and proofread and edit it for you. We always see on the page what we expect to see, when trying proofread or edit our own work (it’s just the way our minds work), so having someone else read the work will almost always catch things we’ll miss. I would suggest trying to find someone who is objective too; family or close friends may just tell you your work is good because they want to make you happy; you need someone who can view it honestly and give you useful feedback.
A lot depends on what ebook format you want to create. For good PDFs, you can use any word processing program, or a layout program like Quark or InDesign for something with lots of images or charts. But for other ebook formats, like epub or lrf, you’ll need to figure out what kind of device will be used as a reader to decide on the best ebook format.
Mobileread forums has a lot of advice & tips on ebook formatting:
